Changing weather?

What I want to do is make more rain and thunderstorms in Tamriel with less sunshine. Looking over the World/Climate/AllWeather datablock I get the following;

Clear 25

Cloudy 25

Overcast 25
Rain 10

Fog 5

Snow 5

Thunderstorm 5

I'm guessing here since I can't find anything on the CS Wiki, but those numbers add up to 100 so they're probably percentages of each.

Question is, rain, snow, and thunderstorms have variable fog along with the precipitation in real life, you hardly ever see any of those with unlimited visibility. So is the Fog option strictly for fog only with no other weather included? Or does it combine with something like rain, IE there's a 10% chance of rain and a 5% chance of fog when it rains? Or are all these exclusive of each other and the percentage of fog chance has nothing to do with what happens during rain or snow?

Still trying to figure this out. "AllWeather" is the only one I changed;

Rain 30

Thunderstorm 25

Clear 10

Cloudy 10

Overcast 10

Fog 10

Snow 5

That's like a 30% chance of not having some kind of precip or fog. In addition I cranked the "Volatility" slider from zero up to 128. if I'm understanding the Wiki correctly that setting controls how often the weather changes. First 4 days after starting a new game, traveling around and popping in and out of doors, still no rain even though there SHOULD be a 55% chance any given day. I'm gonna change rain to 100% and start a new game, see if the blasted thing is even plugged in.
