Changing weather type frequencies in certain places?

Is there a way to do this in CK? I've looked everywhere for a mod that does this but couldn't find any at all. So yeah, I guess I have to make the mod myself, except I'm pretty inexperienced.
What I aim to do is change the change the certain types of weather occurring in the different cities. Especially annoying when they occur so often. Like, less snow blizzards in Windhelm, less fog in Riften, and perhaps less rain for everywhere else.
So far I think I've managed to get somewhere close on this. I wanted to change Riften first, so I went to
World tab > Regions > RiftenWorld.
in the Weather tab, there's a list of the weather types with their chance values for the particular city I believe. So all I did was lower the chance values of the weather type, RiftenOvercastFog. I also had to change the chance values for rest of the weather types so it still adds up to 100. I'm not sure what happens if I don't.
Am I correct on this, or is there other things that needs to be done? I know I can try this out myself but it' would be too extensive and probably too risk..

Regions is indeed the way to do this. They control weather, choosing from the available options based on where the player is and what the weights are.

The chances are weights, not percents, I believe. Meaning if they don't add up to 100, their still weighted that heavily against one another. If A has 25 weight, and B has 75 weight, I believe their chances are the same as if A had 100, and B had 400 weight.

Remember that most weather regions are contained under Tamriel as that's the world space most of the world exists in. I'm not sure how worldspace parenting affects regions and weather choice.

Oh, thanks for the info. Anyway I finally did some testing, ok, just 2 test runs, but indeed the mod does seem to work!

1st test without the mod and I got foggy weather. 2nd test with the mod and I actually got sunny weather. So yeah, I guess I was just being too paranoid. I'm not too familiar with the CK, even till now.
