Now that the full perk chart (including the rank 1 effects for almost all perks) has been released, we can start actually planning our character builds out. This thread is for discussing character builds using that leaked information; no story spoilers should appear in this thread, only gameplay 'spoilers'.

There's probably some way to increase your SPECIALs by 1 without using a perk point in-game; I'd like to use that to advance Charisma to 8 at least. If I can't, then one of my perks will have to go into that.
The perks I'm planning on getting (in order of SPECIAL and SPECIAL rank required; the number at the end is the number of ranks available for that perk, not necessarily the number of ranks I'm going to take):
S3 - Armorer: 4
P3 - Awareness: 1
P2 - Rifleman: 5
P4 - Locksmith: 4
C4 - Attack Dog: 3
C6 - Local Leader: 2
C8 - Inspirational: 3
I2 - Medic: 4
I3 - Gun Nut: 4
I4 - Hacker: 4
I5 - Scrapper: 2
I6 - Science: 4
I8 - Robotics Expert: 3
I9 - Nuclear Physicist: 3
A3 - Sneak: 5
I see this character as being a power armor technician when he was in the military, and he is going to do a lot of work on building up settlements and doing lots of item customization. With stratospheric Charisma and Intelligence he should be good-to-go in regards to talking to people in dialogue, and being a sneaky bastard has always been one of the more fun ways to go through Bethesda games. With this build, I can get all of the ranks of all of these perks by level 52 or 53 (depending on if I need to waste a perk point on increasing Charisma).
There are a few other perks I'd like to grab, but can't afford:
S7 - Steady Aim: 2 (+4)
S8 - Basher: 4 (+5)
P5 - Demolition Expert: 4 (+1)
P8 - Sniper: 3 (+4)
P9 - Penetrator: 2 (+5)
E1 - Toughness: 5 (+0)
E3 - Life Giver: 3 (+2)
A2 - Commando: 5 (+0)
A4 - Mister Sandman: 3 (+1)
A7 - Ninja: 3 (+4)
A8 - Quick Hands: 2 (+5)
The '+#' there is the number of ranks in the SPECIAL stat that I'd need to grab in order to be able to take that perk. Even if we get one free increase to each SPECIAL somewhere in the game, I'd need to be level 110 to get all of the ranks of all of these perks, so that's probably not happening.
I don't enjoy VATS, so I'm not going to be investing in Luck at all - its perks seem to almost entirely benefit VATS rather than normal gameplay, so I'm skipping them.
Hopefully a 1 END won't be too much of a crippler, but we'll see.
