-Ability to alter my attributes. If I want an unlucky character, I should be able to make it without console commands.
-Ability to alter my skills.
-At least 30 skills, 35 in my skill list. 10 primary, 10 secondary.
-Advantages and disadvantages instead of lousy birthsigns.
-Ability to adjust my disposition in social groups.
Plus of course some visual things, like sliders for height and body fat.
What I dont need is a tutorial dungeon. Just slap a frigging character sheet with millions of choices on my face and I'm already drooling.
THIS! (except maybe just an option to skip the tutorial dungeon)
It ain't just about the amount of skill; its the following:
*It that one can control the amount of attribute point to be distributed
*Make one likable or hated by the social ladder (nobles, normal people, underground/thieves, scholars and merchants)
*The control max amount of health gain per level
*http://www.uesp.net/wiki/Daggerfall:ClassMaker#Special_Advantages and http://www.uesp.net/wiki/Daggerfall:ClassMaker#Special_Disadvantages (basically power-up, upgrades and weakness; use to balance the skill advancement. Too much advantages and its hard road ahead. That is why one should use disadvantages to balance things out, or for role-play experiences.)
*There four tiers of where the skills goes, with the top three tiers help contribute to leveling up the PC (primary, major, minor, misc)
*Dice roll just to give that "natural" like attribute (so it won't be like in the 10s)
*Hell lot of bonus points added in skills and attributes along the way of creating the character.
ALSO THIS!
They should make it possible to change appearance later on in the game,
Barbers, Hairdressers: Change hair
A person at the Mages guild: Changes Facial features but not hair
Also scars should be included, there were scars in Dragon Age Origins
ALSO ALSO THIS!
I would like to see a fix in the character creator. I hate how when I get the face shaped just the way I want it, if I go to alter the skin color or age, it completely reshapes the face entirely.
Yeah, what was up with that. It takes me forever to make my characters, and then bam, when I go to tone or age, it changes it.

That would be awesome!
In Saints Row 2 there was a good system to change every aspect of the character. I would like to see something like this.
Bethesda should basically take the entire idea of customization in Saints Row 2 and apply it to TESV. Customization, in my opinion, was the greatest strength of SR2.
Take Stalker for instance. Stalker was a great game (once it had been fixed). then they made a sequal (clear Sky) , and took out many of the things players liked and replaced them with other 'new' features, which were horrible. Now they've made Call of Prypiat and from what I hear its very devoid of life. they've made 3 realy big maps, but only 3 of them. they've added the wandering stalkers back into the game but have taken out creatures and anomilies. So rather than make a rehash of STALKER but with a new story, they've gone and made a completly new game. Good thing its mod freindly.
What?! I thought they were going to redeem themselves with Call of Pripyat. Also that there hasn't been much info on it. I didn't hear about them taking out creatures and anomalies (I heard the Zone was still alive and well, and the SoC ending was just Strelok's dream). Sorry for maybe ruining your comparison (though I heard Clear Sky did svck), but I can't let this go unnoticed. PM me since that is a little off-topic.
