Character looks fine, except you're going to have a very hard time using Long Swords successfully.

Your Mouse pointer lags a lot when you're in menus. (a common problem)
Might I suggest you try the http://planetelderscrolls.gamespy.com/View.php?view=utilities.detail&id=22. It has a very handy option to help improve that problem. Called "Accelerate Mouse Pointer in Menus"
It also has other handy options, like "Do you want to see further..." Which will allow you to control the View Distance with your Mouse Wheel, in real time. (great for maintaining FPS)

p.s. You don't need to launch MW from the Optimizer, as long as it's open behind MW when you play, it will do its job.

Yeah, Short Blade would have been a better choice to go with your Bound Dagger spell. That combination served my mage character very well until he acquired better weapons and training in all the skills.
