For my next playthrough, I'm making a sniper (siding with NCR). Any suggestions for S.P.E.C.I.A.L. points distribution, desirable perks, skill point leveling, and which missions to do first. Any feedback or suggestions would be appreciated.

Also, which locations should I avoid until Iater on in the game?

high agility. high guns, around 60 sneak at least, ed-e

There is no where later in the game you should avoid. There r places early in the game you may want to avoid, but NPC s or signs will explain most of those places to you.

You can be a techo-sniper as well, with Chinese Stealth Suit and Gauss Rifle.

@valkebus You mean just an energy weapon build sniper?

Do you often use VATS? If not you don't need a high agility.

You could be the Boone kind also, using a machete!
Or you could just be un-boring and use something cool instead of a sniper. Like paladin toaster!

The Finesse perk works considerably well with the Gobi campaign scout rifle.

Don't forget the Sniper perk! Headshots galore!

Edit - The sniping perk is actually called "Sniper" not "Headshots Galore"... Although it should be.

A proper Sniper doesn't use VATS.

A high agility would still be a must for reloading speed. No less than a level 10. Start off with a level 9 and then cap it with an implant at 10.

Are you serious?! Just take the rapid reload perk it will reduce the accuracy but that's a miniscule difference using sniper rifles.

Rapid Reload has no effect on your accuracy (you must be thinking of Fast Shot) and why not have both a 10 agility and Rapid Reload? It will save your life in places like Quarry Junction!

I meant Fast Shot sorry, 10 agility is cool but not necessairy, although you're right you need decent agility

Are you serious? Have you ever used the Gauss Rifle of Anti-Material Rifle? A Sniper build should be specialized in speed and stealth. Miss or fail to kill a Deathclaw and you'll see what Im talking about.

Even if you're right, what other level 2 perk is there that's better than Rapid Reload?

Probably a good idea to stockpile some Steady if you haven't got the strength requirements for the sniper rifles, especially the Anti-Material rifle.

Luck affects your chance to score a critical hit on an enemy, so it may be wise to have a high luck aswell as agility.
