Like all developers, Splash Damage faced physical limits on what they could put into the game and had to make the "incredibly tough" choice between massively reducing the variety and quality of character customization in order to make room for new models/animations for female characters, or to keep to their vision of "deep and varied" character creation by focusing only male customization and make that the best they possibly can.
