Most of those characters are dead or will be no longer living due to the events which take place after Oblivion (Infernal City).

It'd be interesting to see Haskill return, however.

Gotta say that I was disappointed to see no St. Jiub a.k.a The Bane of Cliff-Racers on that poll list :(

He's dead.

None. It is a new game, 200 years later in another province.

None. It is a new game, 200 years later in another province.

Some of these, like M'aiq, are easter eggs, and thus not subject to in-game logic.

Others, like Mannimarco, are so important that they couldn't NOT be in the game, and the timespan and location are completely irrelevant.

Afterall, Mannimarco is officially a God at this point, the Necromancer's Moon in the sky. (The Mannimarco we fought in the Mage's Guild questline was a different Mannimarco from a separate thread of the broken reality at the end of Daggerfall.)

Don't ask me why, I have no idea why, but I would love to see Carahil as head of the Synode, right attitude and all that.

They are all from Morrowind (now that i mention it, i noticed most of these people are; i wasn't trying to do that but IMO it seems that Morrowind had more memorable characters)

Yagrum Bargarn: last living Dwarf. I don't know how long a dwarf's lifespan is (much less a disease-ridden one), but who knows. Some people are missing the point anyway, it doesn't matter if he (or anyone else) is still alive, he can be a ghost, or something else

UESP:
Tiber Septim appears to the reincarnate Nerevarine just before his reconquest of Red Mountain as an old man named Wulf, that no others can see. He gave the hero one of his own septims and gifted him with a greater power.

Divayth Fyr. He was a scientist that lived in Fyr tower. He was wearing a full suit of daedric armor (minus the helmet) and you needed him a couple times for the main quest. We've heard no word of him since Morrowind, but if anyone has discovered an immortality potion or just some way to extend their life significantly, it's him.

Mudcrab Merchant: Easter Egg. The most wealthy merchant of the game. looks like a regular mudcrab among other mudcrabs, but you can talk to him

On the subject of Nerevarine, if they really wanted some sort of appearance of him in the game, they could have some sort of situation that involves you telling someone his race and gender which would set flags to make Nerevarine the gender and race you had mentioned earlier in the game, though doing this in a way to not seem like a completely obvious foreshadowing would be tricky.

I'd be all for something along the lines of a group of Dunmer wanting to erect a statue of him as part of a shrine they wish to build and part of the quest would involve you providing a description of him (Through a face gen window) that would set the Statue's appearance (and unknowingly, his actual appearance)

It's really the only way I could ever see it happening that would still keep Nerevarine from having a canonized physical description.

That'd be awesome! Then I could see Zaviik again! How I've missed that crazy little Dunmer. (Zaviik = My Nerevarine)

I think that the Oblvion Mannimarco was just using Mannimarco's name to get a loyal following. or maybe he thought he was the reincarnation of Mannimarco (but he didn't know Mannimarco is still alive, so there's no way).

There's no way that he was the same Mannimarco i met in Daggerfall

My Nerevarine would actually fit Skyrim, since while he is racially a Dark Elf, I have mine as a custom Dark Elf race that's exactly the same as the real one except with Nord height and the Nord skill/stats.
But some said he went to Akavir, yet I also heard in Oblivion he traveled to Skyrim, so I have no idea where he went.

I'd love to see the adoring fan, and let him idolize me for a short time before I dump him off somewhere...

LOL that reminds me...one time, my husband asked me to do something with his character for him while he did something else (I think he wanted me to save it, because he had to go to work and didn't have time to do it himself...). So, just to play a small prank on him, I had the adoring fan follow his character and dumped him off inside his house, so that the next time he played, when he went home for any reason, he would walk right into the adoring fan--surprise! It was funny when he found the guy there, as he was not expecting it... Anyway, I just thought it was kind of funny, and I remembered it so I wanted to share it. :D )

Sheogorath.

This.

So if they implement the Nerevarine idea Retsugi came up with, I could see Sorok and Zaviik.

Of course, I'd want Sheogorath to look like he used to. Say it's like Tim Allen in that Santa movie where he becomes like Sheo

Divayth Fyr (TOP PRIORITY. Dude's just BOSS), M'aiq, hopefully Helseth, the Real Mannimarco, Cyrus (in one way or another,) and the Mudcrab Merchant!

Gotta say that I was disappointed to see no St. Jiub a.k.a The Bane of Cliff-Racers on that poll list :(
