keep in mind it′s not impossible that we will have a dedicated method to increasing our stats post character creation, common fan theory is that we can use the perk point we get at each level to increase our stats instead.
They better do something. 21 SPECIAL points to move around is complete BS. Too damn few, especially when they are more directly linked to perks than ever. (Yes, minimum SPECIAL has been a part of perks before, but not ALL perks had SPECIAL requirements)
I've already made issue with the fact that I feel like most characters are going to be built exactly the same way because there will be those 'must have' perks that every character will want regardless of the type of character you are playing.
technically we don′t know what perks exactly do, so I can′t see how there already can be perks that feels like must haves.
You don't get too many points because you can perm increase SPECIAL stats during game.
The devs has already confirmed that we can do this. And we already know that many of them have played the game for upwards of 400 hours.
I'm quite certain that the range of available perks, as well as the overall flexibility of the new system, will cater for all play styles and virtually any character build
Cool site, but they really should update the map. It really bugs me every time a stupid article or website uses that outdated map where Vault 111 is situated in Watertown, despite Concord being way west of that location.

Unlike most games where you pick the spec you want and halfway through the game in the middle of an important mission you're like "holy crap on a cracker I should have went the other spec, now I have to start the game from the damn beginning for the 3rd time this week!"
F4 lets you pick the character YOU want but later lets you unlock everything as long as you invest the time and the effort (or the console commands whatever), denied NOTHING sun!
As I pointed out on another thread, without console commands it would take a ridiculous amount of time to max everything out, with an estimated requirement in excess of 3,500,000 XP.
No doubt there will be an 'optimal' build. There always is. It's up to you whether or not you wanna go with what's optimal or whether you wanna roleplay. Anyway mine's gonna be:

Most of the skill perks are located in rating one through rating 4.
And the average Special Stat rating for starting Sole Survivors is 4.
The most unique and powerful perks are located at the top end of the ratings.
So there is a clear prices to pay if your Sole Survivor has dump stats.
And there is a clear reward if your Sole Survivor specialized in a particular stat so that you can have the high end perks for that stat.
But with 28 Special Stat points, you can set six stats to three and have the last stat at ten.
Plus the replay value is through the roof with seven different sets of high end perks to try out depending on which Special Stat you chose to specialize in.
It is nice that there seems to be no level limit.
Have a nine in Perception and you can start the game with the Sniper perk.
Not a good idea to set any SPECIAL higher than 8, wasted opportunities.
I guess this depends in how meaningfull the Perks are. Are they only combat related? Or will some of them open new paths even. Thinking about how Deus Ex did it with some agumentations, where you could jump higher or survive from falls and using strength to open new paths - in the end it all lead most of the time just to new passages, but it was still fun.
I am curious how many of the perks are actually related only to something like dialog or NPC interaction.
At least it lets us screw around with the SPECIAL. Trying to figure that out in my head was annoying. At the moment, I'm thinking of a 4441555 spread. Nothing special (no pun intended), but my standard build in New Vegas was higher INT, AGL, and LCK, average STR, PER, and END, and dump CHA. The 4441555 is just adapting that to the new system.
the perks i would like as a minimum are
Strong Back,Concentrated Fire,Sniper,grim reaper sprint,commando,Gun Nut.Hacker,mister sandman.sneak.Bloody mess.robotics expert,fitness,cyborg dont know if this will happen with fallout 4

Where has it been shared/deduced that Concord is the site of Vault 111 please?
That would also make the Boston wasteland a lot bigger than I thought it was.

There will probably be a bobblehead for each SPECIAL attribute. So that makes it 28, plus there will probably be other ways to access some of the perks.

Northwest of the marker is a large circular driveway, which coincides with the location of Vault 111, and if you zoom out, you can see Concord and then Lexington, both of which have been confirmed as being in-game.
EDIT: I have also uncovered evidence that suggests the map extends several kilometres Northwest of the map marker

Judging by the in-game footage, scaling should be significantly improved over previous games, which would make the overall map area positively huge.
I think in F4 there will be more consequences for taking a dump stat.
F3 and FONV had the speech and barter skills which you could increase no matter how low your Charisma stat is.
But F4 will base those skill on your Charisma stat and some perks.
I'm glad they fixed that loop hole.
My first Sole Survivor is going to be Howard the ex soldier who just got his computer science degree using the GI bill.
Good Perception, Agility, and Charisma.
Fair Strength, intelligence, and Luck.
Low Endurance.
My second Sole Survivor will be Nora as an engineer on the Power Armor development project.
High Intelligence, Endurance, and Luck.
Fair Perception, and Agility

As I said, I'm currently adapting my existing SPECIAL to the new system. I'm holding off on designing a build around perks until I have a better idea of how the perks actually affect my game. For example, I doubt I'll do much of anything with the whole Settlement system, and I'm likely to run around entirely on my own (not even Dogmeat with me), so a lot of the Charisma perks are seeming pretty 'meh'. However, if they have a lot of dialogue options that they unlock, then I'll look into possibly boosting Charisma.
Besides, just because I dump it at the beginning doesn't mean it has to stay that way. If I decide I need more Charisma, I just take the Charisma Training perk for a few levels, and I'm set.
