By now I'm pretty sure most o us know that the level limit is 20 and you can have 10 (Not sure, and too lazy to check.) characters overall.
But thats not the question I have, since you can have a good amount of characters I was wondering if there was a way you could reset a character, level and all, just in case you max out all of the other characters and want to start again.
The second question I have is, are all of the character slots unlocked from the start, or do you only start with 3 or 4?

You can reset your stats at the cost of one experience level

Pretty sure you can do a full reset/delete your character to start again as well, if that's what you're asking.

Also no word on whether all 10 (and yes, 10 is the confirmed number) are available immediately.

I'd assume they are, but I haven't heard 100% confirmation.

im 80.4% sure you have all char slots open right away. The points of them is that you can slip in between classes, body type, and appearance whenever you feel the need too. I dont think SD wants to limit you on your ability to have multiple chars for different play styles.
