Well, they changed the music at the beginning. That's the only difference I noticed.

The narration is also slightly different. Just want to change things up rather than having the first 10~ seconds be the exact same thing over and over again I guess.
Charisma replacing the Speech skill is something that I thought was going to be the case. I wonder how the numbers will shake out.
Yeah, Endurance has Chem Resistant and Charisma has Party Boy. Taken together, you should be able to handle the most hardcoe of post-nuclear parties. (I bet later ranks of Party Boy add more buffs to alcohol)
i tend to do that as well not because of "dump stats" but because world ended if they don't like what i have to say then "cocks shotgun" Them.
It should be there: in FO3 we learn that the Commonwealth creates and enslaves Androids and that there is a movement called Railway that seeks to liberate them. I would be surprised if we don't have an Android Revolt in Boston by the time the Sole Survivor leaves the Vault.
I Think it will depend on WHEN we are actually playing. Without clarification on this 200 year thing it's hard to say. If it's running concurrently with 3, I doubt we'll see android revolting as Harkness was one of the only ones (that they know of) to become self aware and thus escaped. So if it's running same time as 3 I don't think we'd see such a thing right away. If it's after the events of 3, for sure I could see that happening with mroe androids "malfunctioning" and becoming self aware.
but can you..
party.. HARD.

"Whoa-ho, don't get carried away there, big fella!"
I still disagree. I don't see how how charismatic you are/how friendly your personality is would shape the likelihood of you getting addicted to something. I mean, those things would probably be impacted by you becoming an addict, but I don't see them being a determining factor in the odds of you getting addicted, which this video implies.
I don't think Charisma is impacting this. Rather, a perk that is impacted by Charisma (your partying skills) is making you less likely to get addicted since the perk is representing that you are a person that socializes a lot at parties where there are addictive substances, increasing your tolerance. Probably a more reasonable effect would be to be able to consume more substances without suffering negative effects like reduced perception or whatever, but I'm not super bothered by it. I'm not very knowledgeable in the area anyway, are there substances that you are LESS likely to get addicted to after prolonged exposure? I kinda feel like it would work the other way around...
charming
but one question why would they link drugaddiction to charisma seems a bit odd endurance might seem more logical
