I for one really like the enchanted items that could be carried with you, like the scales of pityles justice, they add character to your gear and add interesting buffs. I would like to see a large return of simpler items, here are some ideas.
Set of magical ice crystals collect 3 crystal and a matching spell, carrying them let's you cast the spell at varying power depending on how many you have collected. Could be a small quest where the spell is good vs the enemys or a big one scattered across syrim just waiting to be found.
For the practical player a Dwemer assembly kit, allows you to repair in the field but weight is hefty or just increases your repair when carrying if you can still hammer gear in the wilds.
Little things like say, Ruby of fires eye, increases all fire damage by 5% or maybe a moon stone( khajiits foot lol )luck charm, giving a small increase in luck.
I'm sure everyone has good ideas for other items.
Perks could be tied to iteams to so they could achevie more complex effects.
My other thought, the worthy, is about skill tied enchantments. Example you find a sword in a stone only a guy with high strength can remove it... Lol dodgy example but you get the idea. So say you have a blue glass sword, Winters edge or something, if you have 30 skill in destruction it's 'no' longer a blue sword but and ice sword that does 5 frost damage gain 60 skill in destruction and it does 10 and so on. Small visual florish to this like in gaining a glow which gets strong with each mile stone. So weapons could be relevant to your class skills and help mold your character. It could work on base items like rings as well, say the ring of blinding beauty, have a speech skill of 60 and it will suddenly become more that beautyfull, it not stops race destrimination against your player when talking with npc's giving a generally higher chance of succeeding with new npc, even if it's a dunmer that needs convincing and your a argonian, he is blinded by your beauty lol.
This approach could be used with alot of magic iteams, making them so they require a certain will power before they can be used, be it wielded or activated. In my eyes something like this could increase replay value as you tend to go through playthroughs hoarding uniques, but if some appear as junk to your eyes unless you are worthy to weild them, you could rediscover them in new light.
