Try using https://loot.github.io/ instead of BOSS.
Not sure if it would matter, but I think SkyUI should come after the US patches.
Also, consider using http://www.nexusmods.com/skyrim/mods/59849/? instead of SkyRe. If you do install PerMa I recommend also using the "defluffer" mod. T3ndo's descriptions of the perks are beautiful, meaningless, artistic fluff; but the defluffer makes them nice and clear.

Note, PerMa is a bit unlike other mods. I'd get everything in your load order sorted, then install PerMa (and whichever modules of it you want). Then you have to run the PerMa "Patcher."
