Chem magnitude question

I want to start creating a mod to revamp all the chems in the game. Very novice-like as a question, but what does "magnitude" signify, exactly? The GECK describes it as how "strong" the effect is, but through experimentation, I cannot see what effect it has. For example, if I take Psycho and give it a magnitude of 10000, does this mean the effect(i.e. +25% damage) will be 10000 times more powerful?
