chewy, political intrigue-y goodness

I crave a continuation of the aspirations found in Daggerfall.

Feudal High Rock has so much potential, I grow weary of the
Hero saving the world trope.
Give me more factions, knightly orders, cults and sects...

Whether it's a game involving this or novels , I don't really care anymore, just give me something

Feel free to sound off

Agreed. This was one of the most serious problems I had with Oblivion, especially after all the lead-up to Uriel VII's death that we had in Morrowind (everyone and their brother either scared to death of the coming chaos, or plotting to take part in it). There was a clear subplot that things were going to get politically ugly in the next game--and then they didn't.

Skyrim gave us the Thalmor's involvement in the civil war, which was okay, I suppose, but since we couldn't really interact with the Thalmor throughout the game, it was another wasted opportunity in my opinion. The civil war itself was literal fighting rather than behind-the-scenes squabbling; that's not to say that literal warfare isn't politics in its own way, but it's not the same experience that I think you're looking for, OP.
