Compatibillity:
OCO2 character overhaul: Fully compatible, the children races will not be affected. However, the optional file "HGEC Texture compatibility add-on" will miscolor the hands and feet of the children. To my knowledge, no other available textures will cause any issues.
Better cities: No severe side-effects during testing, however some of the playgrounds are affected, and a patch might be made later on.
Open cities: We haven't really tested this, but I expect that a patch will be requested
Some further notes:
- The animations that are making the children so lively are by Uumpa, and they are motion capture animations. This means that they don't have a normal collision. Therefore, the children might occasionally do their animations into statics. I have asked experienced animators for advice, but have learnt that there is not much I can do about this. So, the side-effect of the lively and active kids is that you might from time to time see them do animations into statics or even into other npcs. I hope this won't be too immersion-breaking.
- There are only two voice-sets used for this mod. Both are made by my own children. The boy's voice was actually recorded for Children of Morrowind, and as the boy is now a young man, he hasn't been able to add anything further. Therefore, the girls have a lot more dialog than the boys.
When I made Children of Morrowind, I used voices from many children of members of the community. In return I promised to ensure that nothing would "happen" to the kids - no kids being killed, no abusemant in screenshots etc.
With the wide range of mods available for Oblivion, it would be much harder to make the same promise today. Therefore, I have choosen to only use the voices of my own children, who are old enough to ensure me that they are fine with it.
The quality of the voice recording may vary, as many of them were made long ago. I have tried to edit them as well as possible, and I still felt that the genuin small-girl voice that my daughter used at the age of 5 added so much that I kept the files in spite of the not-so-high technical quality.
This is enough to make me want to play Oblivion right now. Thank you!

Oops, you mean Open Cities Reborn. Well, I think there might be a patch needed, or at least wanted. But first i need to know that this version of the children is working as it should, before I start making patches.
There could surely be quests added to some of the children later on, but I think that should then rather be an add-on and not forced into the main mod.

Oh, I'm actually around quite a lot - this is the third new mod that I release since december, and I also made a major mod update some weeks ago. Modding Oblivion is in many ways a joy compared to the more cumbersome Skyrim modding.

As I said in the previous post, I have never left Cyrodiil, in fact I have now released four Oblivion mods since I last released a Skyrim mod (rideable packponies together with Lycanthrops, two housemods and now the children). Cyrodiil is after all a very nice place to be, both for modding and for playing.
You shouldn't have any problems with Vilja and OCO2. I.e. what you should do is to use the OCO2 version by Jet4571 (there's a pinned post about it in the Vilja-thread on Nexus), else her face will look odd as she is set up to use the original headmesh. But the body-textures should work just fine on her, also if you pick the texture that doesn't work well with the kids. You see, the children aren't showing any bodies and the little they show of hands, legs and neck isn't specifically HGEC, but it works with any texture available for Oblivion apart from just this specific one, which has a thick grey border surrounding the texture. Some of my testers were using OCO2 but any of the other textures that works well with OCO2, and it also worked well with the kids. One tester used Nushka's optional texture, and in his game the legs and hands were grey.
I've had the chance to experience the mod in game first hand, and it has been a treat so far. Barely noticeable "lag" at the market, well worth the addition in any case, and no issues for me.

You are right, the children shouldn't cause much lag. I have only had one report about lagging, and I think it was something local on this person's computer. Like you, I don't spot any significant lag even on the most low-end computer we have in the house.
When you mention Vilja, I want to slap my face for not thinking of including special dialog for her directly into the children mod - that wouldn't have been hard at all. As it is now, I'll either make an add-on for it or include it when/if I upgrade the children to next version.

Strangely, in my game Maeva the Buxom disappeared after I did the quest. I can't find anything in the quest indicating that she would do so. but I didn't add a kid, just in case she does the same in other peoples' game (it was at least 4 years since I did the quest, so I can't remember anymore how and why she left). I wouldn't want a poor baby to starve to death!
Oh, I think a group of clothing modders have already started the mini-skirt trend in Cyrodiil . But, I think it is different with young girls who have short skirt and longstockings. It seems rather reasonable to me, and not so much fashion...
This is very interesting and I wonder if you're planning to do the same thing you have done in Oblivion for both Morrowind (a Vilja mod since you already had released the CoM mod years ago) and Skyrim (a Vilja addon for Children in Skyrim).
Lastly, I wanted say that I admire your modding skill and I wish I could release a *normal* mod e.g scripts, complex mod as NoM. I admit I haven't played Children for Oblivion yet due for being too busy as a beta tester and involved in 2-3 http://www.theassimilationlab.com/forums/topic/14432-wip-the-evidence-chest-mod-content-restoration/ at the same time.

Vilja in Skyrim already interacts with children in Skyrim, and if you have adopted children, you can introduce them to her and that will expand them quite a lot. Vilja can "babysit" them, she has lots of interaction dialog with them. The kids can follow Vilja around as you travel, or they can follow you. You can also tell them to live in houses that aren't set up as Hearthfire homes, tell them to wait for you anywhere, hire a babysitter etc etc. So, yes, Vilja expands children in Skyrim. But I'm not planning on doing a Children in Skyrim mod - there already exist so many Children in Skyrim mods that there is hardly a need for a new one.
Vilja in Morrowind - yes, I would love to do this, but I doubt that I will. There is a long gap in my modding, between 2006 and 2009, where i had to "retire" because of my daughter being seriously ill. When I returned, I learnt to mod Oblivion, and I think by now my skills in modding Morrowind are way too rusty, so much has happened since I last made something more complicated than a bunch of heads for the game. Also, the "typical Vilja-features" wouldn't be doable in Morrowind.
