that seems to be going in and out of service. but I finally got a download. Search a little more if you can't find it right away, but don't post a link to any copies made of it elsewhere, as that would viloate this forum's rules.
The relevant paragraph is this:
A retired Chinese general recently revealed that his country might be planning a surprise missile attack on the United States. The public comment of Xu Guangyu came in response to WikiLeaks revelations that last year Washington had warned its allies beforehand of China?s test of a missile interceptor.
I.e, this has come out because of the latest wikileaks leaks. And what was specifically leaked was that the US has spies in the Chinese missile corp, so the surprise would not have been a surprise (at least until now, anyway.)
The larger view is that you can't have Mutually Assured Destruction unless you can have a surprise missile attack. Just because they are planning on hitting the US doesn't mean they will. All militaries plan attacks that will never take place. I remember some fur flew a way long time ago over the surfacing of an old military plan the US had for an invasion of Canada that dated back to the 1800's or.
