Choosing your skills

It's been almost a year since I played Fallout: NV. So I forgot some things, like I want to have as many as possible skill points at the end of the game. (lv 30, no DLC), so I was wondering how many points I should put in intelligence (I want to get it to lv 10 but don't want to have a situation where I could go to level 11 (so one point wasted) since that's great for getting xp. if you level up if I remember it right .

You know, you don't NEED to have that many skill points... I had 6 in intelligence, and at level 30, I had all my tagged skills to 100, plus a few untagged ones. You should use the SPECIAL points that you don't put in INT to make your character more powerful in other ways. -.-
