I just recently bought Fallout 3: GOTY edition for my PC and have had some issues with the gameplay being slighty choppy and lagging behind, especially when battling multiple enemies. I havent had any issues with the other games I play on my PC just this one. Its not severe but difficult and annoying to play with. Should I try changing the settings from the launcher or do I need a better graphics card? Would really appreciate any help with this or recommendations! My PC specs are the following:

AMD Athlon II X4 640 Quad-Core Processor 3.00 GHz
4.00 GB RAM
ATI Radeon HD 4200
Windows 7 OS 64 bit

You need an actual, real, circuit board add-on type of video graphics. The onboard builtin chip simply won't work. And don't just get the cheapest one you can find, which will be no measurable improvement. Get one designed to play games.

Thanks for your response, im going to look into getting a new graphics card but unsure exactly what I should go for since there are so many different types and models. I'm not the best with things like this so please forgive me in my ignorance in this field lol What kind of cards would you recommend? Thanks a bunch

But for an nVIDIA, only get one with either "GTS" or GTX" in its name. They are more expensive than Radeons, and if it makes no difference to you, since you get more for your money, choose a Radeon.

With AMD Radeons look for any HD n670, or higher, including n770, n870.

The HD 5670 and HD 6670 are both still in the retail pipeline, but after deducting rebates, the HD 6670s happen to be the best for the money just now. To get high and ultra settings at high resolutions, you need both a more powerful power supply and a card such as an HD 6770 or GTX 560 Ti. The more powerful graphics cards want more electrical current than a typical branded ready-made PC comes with, and you should only buy a power supply from among a limited number of quality brands (the majority aren't to be trusted).
