If you are referring to this quote, you would be missing one very important fact. That is 187 years after the Oblivion crisis. This is hardly proof that he is The Annoying Fan. Only thing this proves is that he had a contract that involved the Grand Champion in the 4th era, around the 187th year of it.

No, he isn't. Adoring Fan was a Bosmer NPC, and Cicero is an Imperial NPC. They are two distinct characters in the Elder Scrolls franchise.
As funny as necrophiliac high pitched clown voices with huge difference in volume from sentence to sentence are to some people, it doesn't really appeal to me.
And he is not the adoring fan, but possibly an easter egg to him. AF was Bosmer, he is Imperial.
Which is awkward considering that we saw that fan 200 years ago and Cicero is only an Imperial which means his life span is shorter than 100 years.
I don't see it that way either.
Bethesda likes to include annoying NPC's in their games. The Annoying Fan was one (Oblivion), and Sticky was another (Fallout 3). I can't speak for Morrowind, since I never finished the game, and never met any annoying NPC's during my shortened playthrough.
Gaenor, also a Bosmer, was one such in Morrowind. He was also the hardest enemy to kill in the entire game due to ridiculous luck stats. People say Fargoth was bad but sometimes I wonder if they even played the game, he gives you a very handy speech increase for Arille's tradehouse at the start of the game.
So a Bosmer transformed into an Imperial? Okay... What type of magic is this? My Dunmer Sorceror would love to know so he could become an Altmer and get Highborn.
No they don't. Imperials hail from Cyrodiil, Bosmer hail from Valenwood.
So Bosmer are now Argonian, wow, mind is blown.
