Cyrodiil had a nice placement of the cities though. It seems skyrim has them all bunched together in certain parts of the map?
The centre of Skyrim is mostly just sharp mountains, with cliffs and all the "Rockies postcard panorama" that goes with it, most cities seems to be at the bottom of valleys or on mesas. The terrain close to the frontiers (beside Cyrodiil) is easier to travel, that's why most cities are situated there. Well, if they keep with the lore, although the mag did say that Skyrim look like Alaska.
As for Solitude and Hrothgar. Totally different places, Solitude is actually a coastal city (top west of Skyrim), while High Hrothgar is in the middle of all the mountains...
