City of Balmora: Hlaalu Expansion

What I had in mind:
I wanted to make Balmora and the Hlaalu more attractive to play. Many people have tried all houses and then stick with Telvanni. My aim is to change that.
To accomplish this I first needed to make Balmora attractive for all sorts of players; Mages, Warriors and Thieves. So I have created an alternative Mage questline with the Young Mage's Gathering, which will not interfere with Mages Guild. With that a few high-end magical trainers (approx. level 80) . Then for Warriors I have created the Great Hlaalu Guard, which you can only join when you are a Hlaalu House member. Again a few high end trainers. For Thieves I did not make a faction, but by adding so much content, thievery must be fun :) What I have added are many many merchants, however most only trade cheap stuff and have low budgets. It is a nice game however if you only sell that what the tradesman sells, so you can keep track of how many you have found haha
This said I definately want Balmora to look beautiful, more alive, and sensible, with the keyterm 'merchant town'
Poor Balmora citizen all had decent houses in a somewhat isolated area, what I want was a better picture, Shanty Town; as people all want to live in or nearby a thriving city, which should feel crowded, as well as used and interesting. Magnifiscent viewpoints, etc
An alternate sponsor for House Hlaalu, with own story and questline, and I might make Rethan Manor more interesting.

General Enhancements:
Every cell in and around Balmora has been expanded to hold my idea of the perfect city (for Balmora).

- Balmora now has a functional harbor (Suran, Hla Oad, Gnaar Mok and Vivec) on the Odai River, featuring the docks, the large Odai Crossing Inn, the Great Hlaalu Guard HQ, a few traders, the Shipmasters' House, a warehouse, a bookshop, a new south entrance with tower, and a southeast entrance with Great Hlaalu Guard training facility.
- a shanty town at the southeast reaching from harbor to Fort Moonmoth, and holds a pawnbroker, a trader, Outlanders' Meet Inn, a mine entrance, and several shacks, all overlooked by the Southeastern Stronghold.
- A small shanty town on the North exit with a poor alchemist service.
- Within the old cities' borders I have added a ownable Manor, about 10 houses (yet to be designated), a herbalist and several towers.
- Old Balmora now has a completely makeshifted sewer system, with links to several underground interiors, of which the Young Mage's Gathering HQ and a high level bandit lair.
- Several large and challenging cave ints with many secrets, one being Ouada Fell, a lost Redoran City.
- A grand Hlaalu fort overlooking the Bitter Coast, and Hlormaren.
- A glass mine and adjecent caverns.
- Nzuftelingth, a 5 cell large Dwemer Ruin.
- Two outposts on North side of Balmora. One overlooking the Foyada Mamaea and the Daedric Ruin Assarnatamat
- 1000s of objects for beautification, and enhancing the city.
- many many NPCs, most with unique dialogue, many with quests, and some trainers (balanced)
- Balmora Market: a gathering of market stands on the square at the old South exit. Some other stands/traders are scattered throughout the city

Factions:
- Young Mage's Gathering: is a group of magically gifted that join forces to brew tea, discuss all fields in magic and refine tealeaf. They oppose the monopoly of the Mage's Guild, and gather secretly in town. Members can be identified pretty easily.
- Great Hlaalu Guard: is the elite Hlaalu Guard with long questline involving very dangerous tasks. They also provide the alternate sponsor.

Other Plans:
- Updating Hla Oad, Gnaar Mok and Suran in my style so it is a true Hlaalu Expansion

This would be great to see. I've always favoured House Hllalu the most out of the three with Telvanni being my least favourite. Seeing Suran used more would be something I'd look forward to also.

This sounds like it has a lot of potential. And although I prefer House Telvanni, House Hlaalu has always been a close second. I would have liked the house a lot more if there were more quests associated with business practices and perhaps the Cammona Tong.
