I agree, but I decided to list it because of Rolff Stone-Fist screaming at "those grey-skins" in the middle of the night. Couldn't recall another instance where an NPC openly expresses his/her hatred for another race (?).

I voted for Markarth, Riften would be second. Haelga is a practitioner of a more literal and liberal form of Dibella Worship, but it is not Her means of survival or employment.

I took the literal approach and actually chose Riften, Markarth might have more problems, but in my game they are not causing any chaos. And one of my characters actually lives in The House of Horror's. My main character only has to step into Riften to have guards and NPC's running every where chasing ex-Riften guards and thieves running all over the place. The thieves are just about everywhere! And Riften is more likely to get a dragon looking to chomp a few NPC's than Whiterun.

All my other towns are nice and quiet.

Markarth is seriously effed up, for all the reasons mentioned.

Riften is next on the list, but isn't quite as awful as Markarth. Kind of like back home in NJ.

Yeah, I'm going with Markarth on this one. All the other holds are alright overall in my book, but as soon as you set foot in Markarth, you feel a disturbance in the Force.

Too much injustice in both..........
Third would be Windhelm........
Fourth, Solitude.....
Then Whiterun..!

A few minor inconveniences that happened once, although after the last patch that forsworn problem reared its ugly head again but it is gone for good now. I have chaos in Riften every single time I visit, and a new batch will often turn up even coming out of a door! You have to stand there and wait for the latest idiot to be killed before the shopkeepers will settle down. And I had a fair few dragons upsetting everyone.
