No city lights, need help. : Fallout: New Vegas

I have to approach towns like New Vegas just to be able to see their lights at night. I bought everything through Steam a few days ago. Sometimes the vegas Lights won't load until I'm in the city. I should be seeing them from a distance, right?
1. I have checked the time, It is night. Not just before sun up or after sun down.

2. I have changed settings around including hdr and bloom.

3. I tried deleting the preferences and starting over.

4. I have turned the settings all the way up and still no lights.

5. Old world Blues add-on looks pitch black at night. It had all kinds of lights when I first entered. Only add-on I tested.

All the lights at night worked when I first started playing. Not even going back to a previous save has helped. I only found one other person with this problem. His solution did not work. please help.
