Is there anyone who knows the capital of Skyrim during the 4th Era? Where is it that the High King lives?

I'm trying to form a backstory for my character, who I'm thinking about making a knight of the High King.

There might not have been one. In some societies, the royal court travels year round, so that in effect that capital is wherever the king happens to find lodging.

The capital is Whiterun.
