I have a question regarding the skill weights of http://www.creationkit.com/Class. If I set them to 0 does that mean NPCs won't increase their skills if they get leveled up?

I have a question regarding the skill weights of http://www.creationkit.com/Class. If I set them to 0 does that mean NPCs won't increase their skills if they get leveled up?
