Does giving cleaing articles like soap to settlers do anything? Like getting less comments about clean fingernails, maybe happiness or clean faces over time?

I do read from time to time that giving settlers these items has some effect(s) although I haven't been able to confirm this. I didn't get any comments about fingernails after giving some soap today out but that could be coincedence.

It doesn't really make sense that these items have a permantent effect as long as we are unable to create a regular supply but it could be possible that it may have been simplified to that level.
