alright im gonna clean kvatch rebuilt.esp. im using OOO so i have the OOO compatibility mod. do i need to load the OOO compatibility mod and/or OOO.esm with TES4 Edit to properly clean kvtach rebuilt.esp?

Kvatch Rebuilt on its own does not have any dependencies on OOO, explicit or implicit, so don't worry about that during the cleaning. Make sure you do load the compatibility module while playing, though, otherwise one of the quests will be unfinishable.
