This quest just randomly reappeared telling me I have to Talk to Preston however he doesn't say anything about it. I've tried reloading and doing different things however it always appears. Has anyone else encountered this or know how to fix it.

Does it say in the quest log that you have to talk to preston or a specific settler somewhere? Only i had a similar problem, realised the guy i was meant to talk to was a supply line settler who was constantly moving between locations. Could never find him with fast travel ended up having to chase him down in the wilderness

the settlement Bell thingy that calls all your settlers together will bring in the provisioner (if he's part of that settlement, not the one hes supplying)

obviously if he's close it wont take long, but that bell will cause them to head back in that direction
