It would be cool but I don't think the physics/animation systems Beth uses could support such a feature. I would be more than content if they would compromise by adding a grappling hook or something similar, which could be used to scale walls up to ~15m in height... Could also be used to scale small cliff faces in theory... Maybe have specific "latch points" that you can shoot at to make it work, or else just make it operate dynamically and attach to any appropriate surface. Hell, it could even be used to silently dispatch of guards on elevated walkways. Simply set up at the base of a wall, shoot up toward the patrolling guard, and the hook may latch onto his armor/clothing/skin and you can pull him off the edge of the walkway. If he survives the fall, you should be able to finish him off before he can even get up and prepare to fight back.
I think it would be way easier to program a grappling system, since it would really only require a couple animations: one for shooting, one for pulling yourself up the rope, one for retrieving the grapple when you are done climbing, one for jumping off the rope (for emergencies or if you're just feeling suicidal)... Would not require any climbing animations or physics, nor would it require reprogramming for dozens of "grabbable" objects like windowsills, jutting bricks, and balconies.
