It looks like this perk has a bad description text

The way it reads is that you will see people stealthed from range (at level 2 and 3)

I have level 2, and have been trying it for several days.

From my experience, all effects produced by this perk will only apply to people entering stealth near you.

I mean, not just the "sparks" from level 1, but the easier to see cloak effect.

If a guy enters your range already stealthed, nothing will happen.

So, I find this perk useless now

other perks have a level 2 with nothing in common with level 1

The perk works well, but its crap... I agree with you in that point :>

its still useful, as it also provides an audible warning when people cloak near you, Fantastic for catching people trying to sneak up on you in a good sniper perch...

Cloak Tracker + Proximity alarm... one good snipe hunt. Gonna find me some campers.

Also: I've noticed this too. I have Cloak Tracker 3, but it's not as useful as I'd like it to be. If it would illuminate cloaked enemies within a certain radius, as well as keep them illuminated for longer periods of time, I'd like it. As of this moment, it's not very useful.

Level 2 and level 3 should mention that you will see those "already detected" guys better, and nothing more out of that.
