I think that part of the reason why cloak is inconsistent with its visibility is that the cloak outline is dark red. Most of the maps feature a red-brown colour scheme which makes cloak not contrast well. Crysis 2 Cloak is significantly easier to see.
If you’re wondering how I managed to get Crysis 2 Cloak in Crysis 3, it involved getting a matching screenshot of that part of the map without any players. Then I turned that into a texture which could be loaded up in the Crysis 2 Mod SDK, and then it was as simple as adding in a dummy nanosuit player scaling accordingly and taking a screenshot.
