Besides a lab coat and Ushanka hat, are there any other wearables that buff INT? (I do know about the unique glasses, but they're not exactly readily available.)

Pieces of armor with the legendary quality Sharp boost Int and Cha by 1 per piece of armor. I think there might be a named piece of armor with the Sharp legendary quality that you can buy from one of the game's vendors.

Is there any INT debuffing clothing? Wish there was...

Alcohol will do that...... but unfortunately it's only temporary.

Almost all the Intelligence boosting gear is linked to the Institute. Believe me, I made a pure high intelligence character who joined the Institute. There are several types of lab coats you can get there which boost intelligence, including a special one:

The Press Cap that Piper wears gives +1.

The Mechanic Jumpsuit gives +1. http://fallout.wikia.com/wiki/Mechanic_jumpsuit

The hat that a certain Railroad character wears gives +1 but you have to kill him.
