It's clutter. It's there to make the world seem real. It doesn't need a purpose.
Not everything has to be a game mechanic.
While I agree on that
somewhat, I have to say that the way clutter had been handled back in Oblivion had little to do with making anything seem more real. You found the stuff in the most ridiculous places and mixes. I mean, a whole room with crates and you find one pair of scissors, a sweetroll and one other random object ... probably a broom that doesn't even fit into the crate? I'd find a message like "you don't find anything other than clutter" or something similar much more immersive than a bunch of actual clutter not making sense. It would also add much more to the realism would we actually see the NPCs use the stuff, like brooming the house or eating using the cutlery. And so on.
In addition, it can actually dampen the feeling of realism if there is too much useless and pointless crap, especially if this includes such one would naturally feel to make sense being able to use it.
When we find "resources" like fabric, bullions and gems, it'd be awesome if there were craftsman talents that allow us to make clothes or jewelry out of it.
