Oh joy!
The above mentioned "MAD DirectShow Transform Filer (MADFilter.ax) 1.0.0.3" solved my radio-stutter problem completely.

Most people have dozens, if not hundreds of codecs installed, many of which are buggy, incompatible, or outright broken. This isn't a media player, encoder, or converter where the user may have any number of unknown file types. When writing a game, you know what codecs you need. Just include the DLLs necessary and link to them explicitly. Assuming that a working and compatible MP3 codec just exists on the end-user's system is asking for trouble.

not to be a rabblerousing troublemaker or anything of that sort (noooo of course not! ;) I took it upon myself to try and get this problem to occur by means of winamp. I mean really, winamp? I've never had winamp cause a problem, so I had to see for myself. I started up winamp (and i already had .ogg and everything else associated with it, btw) and enabled the winamp agent. then i restarted winamp. then i started playing ogg files. then fired up my newly created shortcut to the fallout3.exe that grants the magical ability to run without the disk.

Well, It loaded a new game just fine, and i heard the duh, duh duhduhda of the intro movie loud and clear (over my music playing of course!)



still, no problems!

So... I don't know... I think that if winamp is somehow a REAL issue, then it must be a winamp-in-vista-file-association issue.

the only other possible is the "V15" patch fixed it... And well, I just really am doubting that one.

hi all - i'm suffering from the constant crashes bug and i think uuzi may be onto something...


it seems that i have found a solution for my CTD's:

firstly i didnt have any sound issues, sound was just fine. but the game still CTDed. i'm using my onboard Realtek High Definition Audio and in order to solve the crashes i just had to switch from HD-mode to AC97-mode in BIOS.

If it fixes the issues, yes, by all means.

It wont hurt it, but it may lower the sound quality/options available, but it would be well worth it if it works. (I used on-board sound for 1 month when I built my first rig. I prefer stand alone cards.)

Just for further testimonial, I had one codec issue, and once I corrected that, my game has played fairly flawlessly on an antiquated rig. My issue was with the codecs installed by a shareware app called, AVI2DVD. The specific codec seemed to be AVI Splitter, but I disabled a few related codecs, and ultimately simply uninstalled that app, 'cause I haven't used it in 2 years. My list of codecs, bloated to unGODly proportions thanks to a few audio editting apps I use:

hmmm i couldn't find anyt reference to AC97 in my BIOS - is there any way to switch across to it in windows?

aslo i dl'd codec sniper and its showing me:

My problems were that at one area it's very smooth and then the next it's extremely laggy, unplayable. Even my menu was laggy and the mouse was laggy in the menu. In fact, everything was very smooth up until I was 19 years old and trying to escape the vault, then it was unplayable after that. After trying practically everything I read other ppl did in the forums, this worked for me:

I got installcodec and disabled all codecs (including ffdshow (uninstalling it doesn't work by the way)) except for my creative codecs that come with my X-fi soundcard, after that everything is super smooth! Even the main menu is very smooth. Here is the link where someone talks about codecs and other solutions for freezing/crashing:

I also noticed that after I ran installcodec and disabled all those codecs and then when I run installcodec again I saw that some codecs were re-enabled automatically, I guess I'm not allowed to disable those for some reason. I guess those codecs that were not disabled can be used in Fallout 3 with no problems, but I have no idea why I couldn't disable them. I did uninstall ffdshow, but I still had to disable those codecs using installcodec for Fallout 3 to run smoothly. I do have K-lite standard installed, whether I disabled it's codecs that come with it i do not know. I've even got the Vista codec package installed, although I swear K-lite said it would uninstall Vista codec package due to conflictions, weird. This codec mess is to random and I think you guys should just play with installcodec until you get it right, cause that's the only thing that fixed my problem.

This solution worked and now my game runs without crashing (so far tested 90 mins no crash)! Running the game with all codecs disabled caused the game to crash before I can select any options on the screen, so then I tried disabling all codecs EXCEPT microsoft and my intel codecs (about half of all total codecs). I haven't pinpointed specifically which codec(s) are giving me the problem though.

Now all I have to do is figure out how to get VATS to work without crashing (I have an NVidia 8 series and want to keep my AA).

The other one appears to be part of WMP, and I can not find a download site. So, try uninstalling WMP, and then reinstalling it. Start>Set Program Access and Defaults>Add/Remove Windows components>untick WMP.

Or if your using an old version, grab the newest from Windows Update.

Or, download, and install K-Lite. During install, in the drop down window use deselect all. The scroll to the bottom of the list, and tick the Codec Tweak Tool, Detect broken codecs, and Detect broken DS filters, now install.

Run the tweak tool from the Start menu and tell it to fix broken codecs.

Hi folks.

I've been struggling with this problem too. Originally the problem was that the radio would crackle and stutter on GNR, so I solved that by not listening to the radio, ever, except when I found one in the wasteland. I eventually went hunting for a solution and found MADFilter 1.0.0.3, and ran it. Radio problem was solved, but now I can only hear sounds when the Pipboy radio is playing. Also, when I talk to anyone, the radio cuts off entirely, and so does the rest of the sound in the game, including the NPC's voice. I tried installing K-Lite Basic and associating OGGs with WMP, but that didn't make a difference. I also tried running http://nightmare2013.brashendeavors.net and doing everything again from scratch, but I'm still stuck.

What's bizarre is that about an hour ago after I set all codecs back to Windows XP default and ran MADFilter for the second time, it was working perfectly. Twenty minutes later, after doing nothing but play the game, the problem suddenly returned. Unless Windows did something in the background while I was playing, or the game changed something by itself, I can't think of why this might have happened.

Anyone got any ideas?

In my case i had the frequent random freezing issue, and it was, indeed, due to codecs. The PC in question had A LOT of audio/video apps and numerous media players, and these came with a boatload of codecs (Four and a half printed pages worth of just codecs as copy/pasted from a dxdiag report. wowzer) That PC had no other issues, but it was not used as a gaming PC so this was the first time for that PC.

As an experiment, i uninstalled all audio/video apps (Roxio, Pyro, yadayada, even Quicktime) except the WMP, uninstalled FO3, uninstalled .NET (which was v.3.0), cleaned up the registry, dumped Temp files, cleaned up and defragged, updated audio/video drivers, ran the Codec Reset Utility, installed .NET v.3.5, reinstalled FO3, and TaDa -it runs flawlessly at High settings. The sky, especially at night, looks odd on occassion -kinda pixelated, but i believe that is some NVidia setting that needs changing.

When i installed FO3 i used the setup app from the disc, not the Autoplay routine. I also installed FO3 to the main C: drive this time whereas previously it had been installed on a secondary drive. Dunno if these last two make a difference. The NVidia graphics app is set to Application Controlled for FO3, but it was the same for install #1. I copied over the saved games from install #1 and they run fine too. FO3 has run for days now, sessions of 6+ hours, without any problems.

So, in my case it was likely those bajillions of codecs. Now i have to see about reinstalling the audio/video apps without causing codec isues with the game -oh joy...Not. I think i'll give that InstalledCodecs app a try.

Just thought I'd say thanks for this thread - after using Codec Sniper to remove all broken codecs from my system the game was running crash free apart from occasionally during autosaves on travel / rest. After disabling those as well it's been all good! The game is now running crash free on an Inspiron 1520 / 8600M GT / Vista Home Basic / 179.14 driver.

Now if I could just get the game to stop gradually slowing down after several hours of play.

Well it works now.

I had AC3Filter installed before I started messing with all this stuff, which I discovered when I did a system restore. I uninstalled that and the radio stopped stuttering, but then the radio had to be on in order for other sounds to play. I don't entirely know how I fixed it, because I was doing exactly the same thing as I'd done before the system restore... I killed AC3Filter, removed all non-standard codecs, ran MADFilter. I could restore back to before I fixed it and try again to see exactly how I did it, but I don't really want to break it and not be able to fix it, lol.

Now my complaint is that the radio soundfile seems to stick when I come to a loading screen and plays like a broken CD, and I'm getting much more frequent crashes at loading screens than I did before. But I can live with one crash every hour or so.

It seems the game/codec/OS/driver can't play two ogg-files at the same time. Now I'm just waiting for someone to solve this...

Mmkay... I have solved my Incomprehensibly Garbled Pipboy Radio Music problem in the AC3 Filter controls in K-Lite by changing it to WaveOut by default.

However, now all my music is unusually loud. Title music, ambient music, pipboy radio music. Not the DJs (like Prez or 3Dog), just the music. Anyone know what's going on with that? I've already poked and prodded several settings in the controls that looked like they'd be linked to it, but nothing.

Is there a program that I can batch process MP3s and stuff to reduce their volume? I can turn down the volume on the music, but turning down the radio volume makes the announcers too soft to hear.

Okay, I cracked it!

The conflict was - in my case atleast - caused by Arcsoft codecs. These were installed by a TV-viewing software for my DVB-T decoder (digital terrestrial tv).
I simply downloaded "installedcodec" from http://www.softpedia.com/get/Multimedia/Video/Codec-Packs-Video-Codecs/InstalledCodec.shtml site (can't remember in which thread this software was recommended), ran it and disabled ALL Arcsoft codecs.

Now the TV-viewing software obvisously doesn't work but since I didn't uninstall them, it's simply a case of re-enabling the codecs when I wish to watch TV.


My system specs for those whom it may concern:

OS: Windows Vista 32bit
Motherboard: Gigabyte GA-P35-DS3 (Intel P35)
Sound card: integrated Realtek HD chip with latest (2.10) drivers

And now.. on with the music!

I disabled all my codecs using InstalledCodec, and I got past the "New Game" crash bug, so I could actually play the game. Huzzah! Now to figure out which codec it was. Will post again once I've narrowed it down. (Still having memory leak problems, though.)

You probably do just need to reenable one thing (or MAYBE 2) that is controlling your soundcard. Give it a shot.

I turned off all my codec as suggested ecxept two (MPEG-I Stream Splitter, MPEG Layer-3 Decoder) which without the game does not run at all. It still freezes. Any suggestions ? I am loosing my patience with that game...

I've been having a lot of freezing problems, so I gave this a go but I get no sound and an "No sound device detected. Fallout 3 can not run. " error on the initial launch menu.

Does this tell me anything useful or should I just try to enable things that look sound card related with a selective startup and see what happens?


There is nothing that loads with windows that should be running your sound card, those drivers should load way before windows starts up. This is weird.

Yes, 600 MB of background apps, no wonder it freezes. Do a clean boot
