I think we've got our first case of radiation sickness.
Only if he has the personality of Bender from Futurama.

He will have character development. He will go from a beloved house cleaning robo-butler to a merciless weapon of war.
It would be interesting to get the English Robot Butlers view on a random Vault you find
'Dear Lord Sir, Have you seen the grime infesting these walls? The place is literally dripping with filth'
Or when the Character goes to rest
'Okay Sir, Ill just stand here and well do nothing for a while. Will make a change from carrying things for you and fighting your battles against overwhelming Odds. Not that I mind Sir..
In the E3 footage there is that vault with all the weird hipster looking people in it: http://hydra-media.cursecdn.com/fallout.gamepedia.com/4/46/MWSnap148_2015-06-15%2C_05_02_07.png
Anyways, because of the weird, robotic white-faced symbols on the walls, it made me think that it was a vault occupied and taken over by Synths. They also have a Mr. Handy/ Gutsy. Which makes me wonder whether the synths think of pre-war bots as of their own kind. Developing a friendship with Codsworth (who, before the war was kinda your "slave") I think would be an interesting way to explore the idea of A.I. rights and the bare requirements for being treated with respect. Especially if he has the attributes mentioned by the Brad18. Reminds me of all the times that Wadsworth muttered "not that I really want to" after asking "How can I help you Sir?". After all, if the game is going to expect us to treat Androids with respect, why not more simple robots? Just cause they don't look human? Because they are more primitive in intelligence? How simple must they be before they lack rights? Kinda a Sorites Paradox kinda problem: https://en.wikipedia.org/wiki/Sorites_paradox
Edit: Not that I'm completely sold on the whole A.I.deserve human rights thing. I'm more on the other side really. Just think its an interesting concept to explore. Especially in a game, where relationships with other characters is a little more direct and immersive than other forms of fiction.
Edit#2: I thought Lonesome Road did a good job of this with Ed-E. His whole backstory kinda explored those themes, but it still gave the player the option to dismiss him as a tin can. If you don't accept the tin can premise, it makes one of the endgame decisions all the more difficult. Something like that would be cool in Fallout 4.
Honestly, the video that we've seen of him so far makes me think he has robotic split-personality disorder; his accent changes occasionally, and his lines don't fit together all that well. I'm hoping it's something like that rather than just terrible editing/writing on Bethesda's part.
Really I hope all the companions have character development. I liked the companions in New Vegas that much more because they had their own stories and goals. Made them seem more realistic as opposed to just pack mules that yell catchphrases in combat.
Well, he is a 200 year old robot. The years can be unkind to electronics.
I'm looking forward to Codsworth.. Seriously hope I do not have to be related to Todd Howard though -L-
The Sole Survivor will be the liberator of not just androids but all robots! Fisto romance option confirmed perhaps?
Be funny if it was like Hermione with S.P.E.W. in Harry Potter. Try to liberate the robot servants when they want nothing of the sort.

Yeah makes totaly sense to talk about character development when we have seen only a few seconds.
It's all speculation man. Just saying want we hope to see, which is a lot of what this forum is.
