Its presumably the same stuff that allows them to get through the main entrance of Vault-87.

Technically it could be just Rad-X as it originally provided total immunity to radiation. Balanced out in the new games by capping the resistance to 85% (at least Fallout 3)

Pretty annoying that they did that when you try to get to Vault 87. [Trying to find all markers]. You have to use a large number of rad-away.
