College of Winterhold crest in Falkreath

Hey I was exploring Falkreath Hold yesterday and I came upon the crest of the College of Winterhold covered in greenery, after reading the wiki I found no purpose for it, does anyone know what it is for?

PS the crest can be found if you go to the water wheel of the lumber mill and look east.
