Moore. She had that great brutal vibe ala Helena Kane for Battlestar Galactica, and I have to admit that I totally had the hots for her. I loved the brisk dismissal of Crocker, the belief in the NCR's legitimacy, and the steadfast dedication to destroy the Legion, not to mention the calculating callousness she displayed as she relished the thought of exploiting the Great Khans as meat shields. Sure, her ruthlessness was pretty myopic at times, but you got the sense that there was backbone behind her bluster, which is more than one can say about Oliver.
Yeah, Hsu and Crocker were decent folks, but imo they amounted to nothing more than sturdy cogs in the otherwise malfunctioning machinery of the NCR bureaucracy. Sure, they worked well, and it was a good thing they were there, but they didn't inspire much passion or drive. Moore did. For some reason she was the only NCR character that made me feel that the NCR could not only defeat the legion, but deserved to, and she was one of the only characters that gave the NCR any appeal whatsoever (sixual or otherwise)
