Well, that certain elite fighting force and the NCR aren't exactly on the best of terms. HELIOS 1 is still a sore spot, I'm sure, so you can't really blame her for not liking them.
That being said, Moore did irritate me more, but at least she got the job done.


I don't blame her for not liking them, but if you have a massive force of brutal and merciless enemies bearing down on you and someone not only gets you a ceasefire with another enemy but also gets them to fight for you, you'd think some thanks would be in order. :P

On the comment that Hsu is "driveless"... well of course he is. He was passed up for promotion for an incompetent who is buddies with the Prez, and he's now a desk jockey being sapped of his personnel resources by said incompetent crony, and can do nothing but sit on his insufficiently supplied thumbs while good men get tossed into a meat grinder for the crony's own glory hounding. If you were in Hsu's spot, wouldn't you be a bit soul-crushed too?

I'd pick Moore in any combat situation becuase of her experience fighting laser armed, power armored soldiers and winning. I'd pick Hsu any time else due to how polite he is.

Actually she made me feel like she could be the perfect Legion Legate with her mentality


If Caesar had placed her in command of his Armies I doubt they could be stopped. She's a better commander than Lanius and nearly as devious as Vulpes.

I'm not too fond of women who think they have to act manlier than any man. But that's a matter of taste, I guess.
I'll stick with Cass for myself, she's tough, has got lots of wits, and she's still got heart, not a brick like Moore.

If Caesar had placed her in command of his Armies I doubt they could be stopped. She's a better commander than Lanius and nearly as devious as Vulpes.


We don't know, tbh. Not much is known about her actual commanding abilites.
The only thing we know is, she survived a couple of tours against the BoS, so she's for sure a tough dog.
That doesn't automatically make her a good commanding officer, however.
In fact, she's appears to be way to hotheaded to being a good strategist for my taste. I think she's a good field officer, an efficient squad leader.
But someone for the the big chessboard, so to say? Probably not.

Who in their right mind would vote for Moore?

Hsu is calm, thinks about and addresses each problem individually and is open to both diplomacy and combat as a solution to problems.

Moore shoots at stuff she doesn't like.
