The year is 2082, it has been five years since the Lone Wanderer crawled from Vault 101 and set in course a series of events that changed the wasteland forever.The Brotherhood with the support of the Lone Wanderer assaulted destroyed Raven Rock, dealing a damaging blow to the Enclave. Yet in the light of the attack, the Enclave launched a counter assault upon Citadel, the Brotherhood barely managed to hold the Citadel, many Brotherhood members were lost including the Lone Wanderer struck down in battle with the Enclave leader. Furious at the death of their compatriots and the damage done by Vertibird bombing runs the Brotherhood assaulted the Enclave post at Project Purity. Though the battle was long and costly they managed to prevail and forced the Enclave into a full scale retreat. The few Enclave posts within the wastes were left to fend for themselves until the Enclave mounted a rescue mission. Though the Brotherhood claims victory in the war, the loss of life and destruction wrought prevents either side from truly claiming victory.
In the next five years numerous city states have risen to power. Megaton has grown larger absorbing Spring Vale in the process, while the Outcasts are readying for an attack on the weakened Lyons Brotherhood over its long doctrinal differences. Tenpenny Tower grew to absorbing the Warrington Train complex becoming a regional power while Girdershade has grown into powerful trading hub for incoming Wastern traders, and similarly Canterbury Commons has become a hub for all Capital Wasteland trade. Pitt raids and Paradise Falls slaving runs keep the North in fear, while Talon Co. patrols are seen as far East as the river. Rumors of a Creed of spies occupying The National Archives and a league of ghouls living in the metro are heard through out the wastes, while travelers and traders sail North from the mysterious land of Point Lookout.

It's not that, it's everything. There wasn't supposed to be any dissent in the Enclave, Autumn and Sutler (and Granite too) were anomalies created by decision to cover-up the fact that they inadvertently helped the Chosen One escape back in 2242. I have this big, dramatic, post ready in word now where you presumably try and chide Sutler for burning the women and he goes of on explaining his relationship and hatred of Eden, that Eden's plans for genocide have been scrapped and we're never condoned by he and Autumn and, this is the clincher, that they could never reveal it because Eden was omnipresent in Raven Rock, there was no place to escape his eyes or ears and so they burned silently for 30 years.

There was no-place for dissent, no room for it, it goes against every building block I have for the Enclave mind in 2277. The Enclave is supposed to be a family, drawn together by hatred and shared loss, not divided.

That and he says most of his population of 170 are from the Enclave, that's more people than I have now and over half what I had as the Enclave total population before Raven Rock.

Sounds like you're trying to be the DPRK and much like the DPRK, not everyone is actually down with the program. Now, I'm not saying you need to have rebellion, but like my PM where I was asking about a character I had in mind, not everyone wants to stay if they start to question everything. Some people want to try and just get away before their number is up. (Like the character I was asking about building in the PM) Yes, there will be dissent in every organisation. No one group is truly uniform and unanimous. For every 10-15 loyalists, you're bound to find 1 questioning the truth of it all.

That becomes less and less true with smaller groups. Countries? Certainly. Large organizations of several thousands? Yes.

Groups less than 200 (especially when a very large portion are young children)? No, not necessarily. Depends on the organization obviously.

Edit: I'm also going to throw my two cents in and say nay to the Mothership Zeta Crew concept. I like the mod as well, and Crimson's a great RP'er, but I just don't think that faction would work well in the current RP. If we had one that was going for a bit more of a "wacky" setting, I'd be all for it.
