In F3, each battle is a unique experience. One fight with a super mutant can last several minutes in which I can cross a large area using various cover and tactics (ie shooting cars till they blow) and using all my weapons, like going for headshots with my hunting rifle, scattering some mines about, and when each of them fail going to my 10mm pistol to go for those few last desperate headshots. In other words combat is so much more alive and epic in F3, and neither me nor my opponent are ever forced into a killcam, thus the experience remains seamless.
In Skyrim fights with anything that isn't a dragon priest tend to be 10 second affairs, where there's some room for experimentation, but not nearly as much as F3.
