Combine Hunter and Phantom?

Hunter and Phantom are two very interesting perks, but neither module works well on its own. I feel like they compliment each other. However, the benefit of running two perk slots for these modules doesn't seem worth it to me. I think they should be combined. For example, have level one be faster stealth transition and no suit sounds, level two can have enemy footsteps appear, and level 3 can have better stealth shutdown time. Also: GIVE US A WAY TO BOOST STEALTH ENERGY. I think a stealth takedown with Phantom equipped should be able to give you extra stealth energy, similar to armor transfer.

What do you guys think?
