I hear that you can combine FOOK FWE EVE and a alot more mods together is this true?

Check out FOIP (http://www.fallout3nexus.com/downloads/file.php?id=4968). It's compatibility patches that allow you to use some of these mods together. Note that you can't use FWE and FOOK at the same time but it will allow you to use mods like WMK, EVE, Project Beauty, etc with either one of these mods.

Which one is better FOOK or FWE? And looking around it says you can have both FOOK and FWE merged together. Or is it out of date?

Complete biased and subjective opnion: FWE

It comes down to whether it is more important to have an overhaul that adds a bunch of stuff and then touches on game play (FOOK) or an overhaul that mostly focuses on game play and balance (FWE).

I think with FOIP also works very well with FWE and FWE and MMM are also very aligned.

If familiar with Oblivion overhauls kind of like this:
FOOK = Francesco
FWE = OOO (minus the quests)
MMM = MMM
Arwen = TIE

This is probably the most useful thing I've read regards FO2 mods. Many thanks.

I assume there's not FCOM equivalent, although FOIP is an attempt?

Correct FOIP is the best in that regard, but not for combining overhauls (except MMM to everything). But really those comparisons are gross generalizations.

Actually a lot of what FCOM is started as http://www.tesnexus.com/downloads/file.php?id=12339. And unlike FCOM there hasn't been a concerted effort to combine them by dedicated group of people. Not to mention that most of the overhaul makers with F3 are bash deniers (to use a phrase from a few years back).

There have been http://www.fallout3nexus.com/downloads/file.php?id=10167 to combine FWE/FOOK2, but since for a while both FWE and FOOK2 were still in development these patches quickly became outdated. Actually since New Vegas and the mass exodus of mod makers to that game and the apparent complete drop of all F3 mods now is an excellent time to update and make new patches as both overhauls seem to be on hiatus.

Of course I'm not sure that is true for Fook2, but certainly FWE. Arwen also to her great credit did not drop the old baby for the new.
