[REQ]Combining helmet models

For my upcoming mod, Diverse Ecosystems, I'm trying to make a new helmet for the hill giants in Phitt's http://oblivion.nexusmods.com/mods/9866 that basically just adds the plume from the legion horseman helmet onto the giant's steel helmet (going for a pseudo-Greek vibe, heh). Problem is, even though as far as I can tell the plume is set up the same as the helmet part, it isn't attached to the skeleton and won't animate. I've been tearing my hair out trying to find a solution in NifSkope, but it looks like it requires Blender, which I can't get to work on my computer. So I'm hoping that somebody else can take a look at it and get it working. Any help would be amazing.

I can maybe do this. However I want you to be far more specific about what you want, with screenshots if possible.

Sorry, forgot to upload the screenshot, http://i.imgur.com/UbjI9.png. Like I said, it looks fine in NifSkope, but in-game the plume is frozen over his head and doesn't use any of his animations (which leads me to believe it isn't actually attached to the skeleton). The plume is just the legion helmet with the actual helmet alpha'd out.

I'd like the plume to be in the same position on the helmet as it is in my file/screenshot, but fixed so that it animates properly in-game. I'm sorry, I don't really know how to be more specific than that; I'm a texture artist first and foremost, and pretty much only use NifSkope for swapping out which textures a model uses. My technical knowledge is pretty limited.
