I'm not a Wood Elf, but I've read that they have the power to talk with the animals. I would love to have this skill, Is there a spell in Skyrim where I can acquire this skill ? Does it belong to any branch of magic that I have to develop? Thanks!

Yeah Bosmer have the greater power of animal commanding. However with the magic school of Illusion, other races are able to do similar things. See: http://www.uesp.net/wiki/Skyrim:Illusion

Thanks, I read through the article. I didn't mean being able to control the mind of the animals through illusion. I meant, being able to talk with the animals, hear what they have to say.

Example, there are dogs inside the Morthar castle and there are options if I wanted to talk with them. Hoever, since I am not a Bosner or a Wood Elf, I was unable to use that option.

Also, If I get a dog/wolf follower, I would like to be able to communicate with him.

You can't talk to animals in Skyrim. The "talk" options allows you to recruit dog followers and give them simple commands (come and wait, IIRC).

There is one quest-related dog who will answer in a human voice... But he's more than he seems.
