Hey, I just got back into oblivion and added a few mods others made, but I would like to start making my own. I am kinda overwhelmed if you could point me in the right direction that would be awesome. I'm mostly looking for making new weapons and how to make them appear in game.

You should also check out http://tesalliance.org/forums/ They have the only actual modding school for TES and their courses are very good. There are several scholars there who can help you a lot. For making weapons, I recommend InsanitySorrow and StarX (the authors of http://tesalliance.org/forums/index.php?/files/file/580-the-arsenal/).
