Compressing textures and making small files bigger

anyone know how to compress images without losing lots of quality?

and also... if i have a texture size of 333bytes but the original is 781bytes how would i make the smaller one have a larger size without chaging what is the texture looks like?

What format are you using? Normally you can set a compression ratio in your graphics editor (like GIMP, PhotoShop, Paint.Net)

well im using: GIMP and PhotoShop.

Im also having a different issue - how do i make a fine - that is for example too small - bigger so it matches the original?
