Ok so I have level 2 of Concentrated Fire that says it adds 15% accuracy with each shot to the same body part.
But it only adds 10% to the same body part. It's stuck at level 1.
This isn't funny Bethesda. After not getting the Penetrator perk to work at all now I get this. Both required very high level of perception so I had to max out perception as well.
Anyone else having this ?

had this happen to me too, luckily the last level of +20% does seem to work properly, as far as the penetrator perk working, it seems to sometimes work for me, from what I can tell, it'll go through one wall/object but not 2 or more, so if LoS is blocked by two objects, or something that has two "walls" to it, it can't get through. It does work however, just not all the time or in a very predicable manner. As for the level 2 skill of concentrated fire, it does seem to be totally bugged.
