If the podcast in question is anything to go by, then it sounds like werewolves have not been confirmed because Bethesda wasn't sure if they'd be in the game yet. However, that may have changed since the podcast was released, perhaps Bethesda has implemented thm, or has decided not to do them, we can only wait and see. Perhaps in time, Bethesda will give us a definitive answer, but for now, we can only wait.
As to why they weren't in Oblivion, I'd assume it's because Bethesda decided they'd rather put their focus on other things. We must keep in mind here that Morrowind didn't get werewolves until an expansion, where they were a central aspect of said expansion, so it's no surprise Bethesda decided not to do them in the next game. Now, I'd have liked to see werewolves in Oblivion, I'd actually take them over vampires any day if we had to choose between them, but I don't really go into each game thinking "This game must have werewolves or I'll be dissappointed.", not unless werewolves are promised but not delivered, sometimes I might think "You know, it would be nice to see werewolves in this game." more often, though, it's "There's werewolves in this game? That's cool, I wonder if I can become one?" I'd also like to see werewolves in Skyrim, but they're the kind of thing that would be nice to have but i wouldn't really call it a major dissappointment if we did not see them.
